Born in Belgium in 1935, he lives and works in Santander.

William Vance started his career as an illustrator in advertising. His first job in the world of comics was as a collaborator on the series Bob Morane, which he would then take over in 1967 for a total of eighteen albums. He also worked for the magazine Journal de Tintin. His first series, Howard Flynn, tells the story of a young officer in the British Royal Navy. He then worked on other series, such as Ringo and Bruno Brazil. His most famous oeuvre is the series XIII, which he created together with writer Jean Van Hamme. The espionage series revolves around an amnesiac man who has the Latin number XIII tattooed on his body.
